The Department will make every effort to offer alternative available assignments based upon skill levels prior to a layoff action.
A determination of layoff will be made by the Hospital Supervisor after all options are completely exhausted as defined in the Excess Resources Available Section (Section III) of the Staffing Adjustments Policy.
The date of hire list will be checked centrally in the Staffing Office for the purpose of verifying seniority.
The Hospital Supervisor will determine the final number of scheduled of scheduled staff that is in excess.
Layoff Procedure:
Layoff status is assigned based on clinical clusters.
Staff will be assigned layoff status for specific shifts based on seniority of those scheduled. This will exclude any staff who has been previously been assigned layoff. At that point, the review would begin again.
If there are multiple career staff on shift with the same least senior hire date, the nurse with the lower number formed by the last four digits of his/her CA RN license number will be considered the most senior.
The Hospital Supervisor has the authority to decide if there is a need to retain staff irrespective of seniority who possess special skills, knowledge or abilities which are not possessed by other staff & which are necessary to meet the clinical needs of the affected area.

To print out the ELO report go to the Tableau page. tableau.ucsf.edu
Click on the CRG (P3) report folder.
Select ELO Report
Select RN ELO Report.
Select the cluster, day, and shift you need to ELO from the menus along the right side of the screen.
Hit Download above the right side menu to download the report into Excel.
Once you get the Excel open, select the fields of the report you need and highlight them. Add gridlines to the report.
In the print window, select Print Selection and use the landscape orientation.
Print the pages needed for the division affected.
This report will contain: RNs working for selected date, UCSF hire date, & previous ELO date (if any).
Be careful when reading the report. Per diem RNs & travelers will be on this list. Be sure to cancel them before cancelling the career staff.
The MB Pediatric Critical Care Resource Team lists all RNs under BCH Acute Care so ensure Critical Care RNs are considered for the Critical Care Division.
The Hospital Supervisor will follow the Staffing Adjustment Policy to decrease the number of staff working. When alternative assignments for an assigned shift do not exist you must follow these steps:
CNA represented staff (RNs):
Cancel RNs on OT/premium pay.
Cancel RNs who volunteer. Offer affected RNs the opportunity to use accrued time (CTO, vacation) or choose to be unpaid, use educational leave, or take required classes as appropriate. When CTO or vacation time is used, this will be considered an ELO.
Cancel agency RN staff & Travelers (avoid exceeding the number of allowable facility cancellations per contract).
Cancel per diem RNs.
If the above three alternatives have been considered & implemented, & the need for emergency layoff (ELO) still exists, place affected RN(s) on ELO status on a rotational basis.
For RNs on shift with the same least senior date of hire, the RN with the lowest number formed by the last four digits of their CA license is the most senior.
AFSCME PCT staff (career & special per diem):
Can cancel staff working an EXTRA shift above their percentage. But you cannot cancel staff on OT or premium pay.
Do NOT cancel or implement temporary layoff unless working an extra shift.
Offer voluntary use of accrued time, take unpaid leave, or otherwise give an alternative assignment.
Who to ELO?
Least senior career RN that has not been ELOd.
The ELO report will sort all RNs by shift (AM or PM) & then by UC hire date. Least senior RN will be at the bottom.
When to Call?
All RNs to be ELOd will need to be notified by either 0500 (for A shift) or 1700 (for P shift).
The Hospital Supervisor will need to make all notification calls.
Each RN called must be read the following script from HR:
I’m calling you to inform you that you are being ELOd for your XX shift. The census does not support the number of RNs on the schedule. We have completed the seniority report & the ELO report based on the RNs who are working in XX division on XX shift today. ELO is always the last resort; we have already canceled: staff who have volunteered to take the day off, travelers on the XX shift & per diem staff. You can choose to get paid for today by taking vacation hours. Please follow up with your manager about getting paid for today’s ELO.
Documentation of ELOs
Emergency Lay-Off forms are to be completed by the Hospital Supervisor.
Emergency Lay-Off off forms are kept in the ELO Binder in the Hospital Supervisors’ Office.
Record RN (s) selected for ELO.
Notify Unit Director to which the employee belongs.
Notify Labor Relations of employees who were ELOd by faxing the form.
